After months have passed without a culprit in her daughter's murder case, Mildred Hayes makes a bold move by commissioning three signs in her town with a controversial message directed at William Willoughby, the town's revered chief of police. Baring the snag of her neighbours, the billboards counted a roaring success to gain the chief's attention but started a battle between Mildred and the small town's law enforcement.
