Holness to set date for Vale Royal Talks
General Secretary of the Jamaica Labour Party (JLP) Dr Horace Chang says the Andrew Holness-led Cabinet will on Monday discuss and set a timeline for the resumption of Vale Royal Talks between the two major political parties.
Chang told The Gleaner that the Vale Royal Talks are expected to begin early this year.
Holness had announced in Parliament late last year that he intended to engage the parliamentary Opposition this month to restart the Vale Royal Talks. He said that degarrisonisation would be one of the first issues to be tackled by the JLP and the People's National Party.
The commission of enquiry into events that occurred in west Kingston and surrounding areas in May 2010 recommended that the political parties pursue a process to reverse the garrison phenomenon.
The Sir David Simmons-led commission of enquiry suggested a bipartisan approach, leading to agreement towards the dismantling of garrison communities, facilitated by an independent third party.
According to the report, a road map for degarrisonisation should be handed over to an independent body, similarly structured in composition to the Electoral Commission of Jamaica, to develop the details of the process.
The Office of the Political Ombudsman has submitted a framework on the question of degarrisonisation to Cabinet, which has reviewed the document.
