Do cops know basis of their flashing lights?

Can someone from the police force please explain to motorists the reason behind the use of the flashing blue lights on their patrol vehicles day and night by the police Motorised Patrol Division?

On Saturday, March 28, 2015, I was travelling behind one of these vehicles, MPD 068, at 8:10 p.m. going up Hope Road. This vehicle had its lights flashing for no apparent reason from the traffic lights at the intersection of Trafalgar and Waterloo roads straight up to Liguanea.

These lights are extremely distracting, especially at night, and can cause accidents because of their blinding effect on one's vision.

I believe that these lights should be used only in case of emergencies or when stopping a motorist for a possible offence, not driving along in a casual manner.

Are these officers aware of the proper use of these light?
