Planned parenting the solution

I propose that the legal framework should include raising the age of consent to at least 18 years old. This should be enforced with the full participation of all stakeholders. Those who break the law and violate our children should be made to face at least a minimum sentence of seven years in addition to paying over from their assets money towards support services for these children. Support services should include education and medical expenses.
The State should pursue the criminal and civil litigation.
Such criminals will not relent until they are made to restitute for their crimes.
The police need the help of well-thinking citizens to bring offenders to book. Citizens need the help of the Church to help to equip them with parenting skills that make children aware that their bodies are meant to be the temple of God and that no one has the right to violate them.
For young couples, think twice before you act. If you do chose to become sexually active before marriage, there is no guarantee that you will be able to manage the consequences of an unplanned pregnancy or a sexually transmitted disease, you need to choose wisely. I suggest that you wait until you are ready to commit to each other in God's own time and purpose for the sexual union.
