Late payment fee new tax on water

I am a lowly paid private-sector worker who relies on no other source of income except my monthly pay, which I receive on the 25th of every month or thereafter.

My water bill has constantly become due and payable between the 17th and 20th of each month. For the month of August, I am billed for a due payment on the 18th.

Am I then to conclude that the introduction of the late-payment fee will automatically guarantee that the National Water Commission (NWC) will claim $250 from me each month? Is this reasonable? Did the Office of Utilities Regulation sanction same? Will the NWC stagger the payment dates to alter this new form of taxation?

I eagerly await the intervention of the head of consumer/public affairs, Yvonne Nicholson, or the 'water heads'.
