Ban tinted cars for anyone but police force

With a country like Jamaica being wracked by so many murders and so much crime in general, the only people who should be allowed to drive vehicles with heavily tinted windows is the police.
Do you know how many guns pass on Jamaican roads each day? Even if the police stop a car or taxi, all they look at are the vehicle documents, while the gunman sits in the taxi.
The police need to do a lot more. Calvin Allen, the senior superintendent who is in charge of traffic, is not doing a good job. How can the government do a good job if it does not get to the root of the problem?
