I won't pay exorbitant water bill

This is an open letter to Dr Horace Chang, minister without portfolio with responsibility for water.
My customer number is 1065690 and premises number 1065950.
Some time ago, a new meter was installed at my premises. Since then, I have been receiving some exorbitant water bills. But the ones that were way overboard were the bills for September and October.
I reported the situation. An NWC employee came, checks were made, and the gentleman indicated that he could not figure out what was the cause of this sudden increase, as there was no leak.
I have paid the September bill because I did not want the account to be disconnected. However, I will not pay the October bill until I get some answers.
How can one bill move from $5,000 to $9,000 without any changes.
I would like this to be further investigated, as I cannot afford to be paying these exorbitant water bills, which are even higher than the light bill, and I have done nothing different.
Please look into this situation and have the relevant persons come to do a thorough investigation.
