Question for NWC

THE EDITOR, Sir:

I live in Falmouth, Trelawny, and for as long as I have been living here, I have always had to call the National Water Commission (NWC) office in order to learn the balance on my water bill. I do this before the due date because I do not want to pay a late fee. I have to call to get the due amount because the actual bill always arrives late at the outlet at Falmouth. I recently asked an employee at the outlet why the bill was always late. She said they always arrive late from Kingston and told me that I would still have to pay a late fee even if the bills arrived late. I would like to know if the NWC believes this is fair. Are the bills being deliberately delayed to increase late-fee collection? This is by no means a professional way of running an agency.
