Overhaul public sector to boost productivity

It is pretty fascinating how the different elected governments always have some splendid ideas, massive plans, project launches, public forums, and the whole works. Yet, it always takes forever to see any tangible landmarks in these projects, and they are sometimes halted for different reasons.
One of the main reasons, however, is the sluggish mentality and movement of the public sector. There is far too much procrastination, unproductivity, and lack of vision within government organisations. The Government, in itself, will put forward some amazing ideas, but when it comes on to the execution of these ideas, it fails.
As a result, I believe there needs to be an overhaul of the public sector. The vast majority of individuals will disagree with me only because they are employed under said sector. Nevertheless, it is harsh action that must be taken in order to boost productivity. There are too many misplaced priorities and talents within the public sector. There needs to be some shuffling and regulating.
It is sickening when you walk into a government organisation and the first thing that greets you is the fact that there are four cashier/attendant desks but only one or two working. Then you have the long lines and the unnecessary procedures you go through, not to mention the unintelligent and hostile responses given by the employees. The Government must fix this system before handing down its plans to be executed.
Another issue is that the persons at the helm of the public sector are not necessarily qualified to be there. They were appointed/promoted based merely on years of service.
