Liguanea traffic fiasco

What has been causing the massive increase in evening traffic congestion in the Liguanea/Lady Musgrave Road/Hope Road/Barbican area over the past two weeks? It has been horrible. A trip from downtown, Kingston to Jacks Hill that normally lasts about 25 minutes has, for the past two weeks, dragged on for more than an hour and a half. The worst part is that the cause is not clear. It's not the road work taking place at the Barbican round-about area, since work there still has not really got to the stage where it's impacting traffic. Of course, whenever there is congestion like that, the worst drivers among us start driving on sidewalks, breaking one-way rules, etc. That, too has been increasing over the past couple of weeks. What is happening, and what can be done to fix it?

Annoyed motorist
