Gov't overreaching on school authority

I read Peter Espeut's commentary 'And there arose a pharaoh who knew not Joseph' (Gleaner, March 2, 2018) with great interest.
I myself am chair of a Roman Catholic-owned primary school and have been confronted with the present policy that represents overreach by the Ministry of Education.
We have obtained funding on our own for improvements to the physical plant and are even in the process of obtaining further funding for new classrooms, etc. all taking place on the church property for which we hold the title.
However, we have been informed that we need to advise the ministry and seek their permission before proceeding with any such improvement.
