Get high-tech in crime fight

I am very disappointed with the results of the intervention of the security forces in solving crime in Jamaica. It's not rocket science!
The main hindrance to providing pertinent information is that people in the communities are too scared to talk. The answer, obviously, is to install CCTV cameras at every intersection, main thoroughfare and town centres. This, if monitored properly, will provide all the necessary information on criminals' movement.
The next stage is to use drones to track criminality anywhere in the country. This system works in countries all over the world. The United Kingdom is a case in point, where CCTV has caused crime to decrease significantly. And it would cost a lot less than the money to fund the purchasing of a few police vehicles.
Why are some Third-World countries so backward in coming forward or, are they afraid of being caught out on their peccadilloes?
I hope Jamaica sets the trend here, as it has been doing so in sport and music.
