KINGSTON, Jamaica:

Education Minister Ronald Thwaites has reiterated that under his leadership, there will be no policy allowing the wide scale distribution of condoms in schools.

According to him, premature sex is the thief of true love.

Under Jamaican laws children under age 16 cannot consent to sex.

He says condoms will only be given to students who principals and guidance counsellors determine are in need.

Thwaites says students must be taught how to restrain themselves.

He says they should be given the assistance to develop into adults who can engage in what he calls responsible sexual behaviour.

Chairman of the National Family Planning Board, Dr Sandra Knight, has been calling for minors to be given access to condoms and other reproductive health services.

The Jamaica Teacher's Association has said suggestions for the distribution of condoms in schools is unethical and illegal.
