Chairman of the West Kingston Commission of Enquiry Sir David Simmons has signaled that the three-member tribunal will not be afraid to make strong findings where necessary.

"We will make strong finding where we have to. We won't shirk our responsibility", Simmons insisted this morning as attorney for the Office of the Public Defender Lord Anthony Gifford made his submissions.
