Third man charged in Manchester PC fraud for court Wednesday

The third man charged in 'grand fraud' at the Manchester Parish Council is to appear in court tomorrow.

Kendal Richards, a works overseer at the Council, was charged by the police yesterday.

Richards is charged with breaches of the Corruption Prevention Act and conspiracy to defraud.

Deputy Superintendent of Roads and Works at the Manchester Parish Council, 31-year-old Sanja Elliott and 27-year-old Mandeville carpenter, Dwayne Sibbles are currently before the court in connection with the fraud at the local authority.

They are jointed charged with conspiracy to defraud, obtaining money by false pretence and forgery.

The police have indicated that they have uncovered a fraud amounting to more than $9.2 million at the parish council.
