#JaBudget2017: Holness proposes law to declare high crime areas for special measures
Prime Minister Andrew Holness this afternoon tabled legislation which will give the Head of Government the power to declare any high crime area of Jamaica a zone for special security operations and community development measures.
He explained that the legislation is designed to give effect to a well-established and practised security and community building strategy termed 'Clear, Hold, Build'
Holness said the legislation is breaking new ground in law enforcement strategy in Jamaica.
Meanwhile, Prime Minister Holness said a strategy named 'Plan Secure Jamaica' has been developed.
With rising murders, Holness has been under pressure to give details of the plan he promised last year.
He said more police cars, more cameras, more raids and hard policing, may have a short-term effect, but will not have a sustained long-term effect.
It's why he said 'Plan Secure Jamaica' will draw on resources from various sectors to address corruption, violent crime, crisis response, public safety and citizen security.
