He said the objective is to create a hassle-free environment where both local and foreign investors can be enticed do business.
"We want to make it very comfortable for persons, who are investing their money," he pointed out.
"We will not just leave them all by themselves to figure out things. We will give them all the support we can as it relates to paperwork ...we will also take them through the processes and try to get things done as quickly as possible," he added.
Chang was speaking at a ribbon-cutting ceremony for the official opening of new business process outsourcing (BPO) company, Centrefield, at the Montego Bay Free Zone on August 3.
The Minister noted that the BPO sector only trails tourism as the largest employer of persons in western Jamaica. "We have long identified it as a critical area of growth," he said.
Attorney General and Member of Parliament for West Central St James, Marlene Malahoo Forte, who also spoke at the function said that the country was at an exciting juncture where business opportunities are there for the taking.
"We are at an important stage in our nation's history where those who are capitalising on the opportunities will benefit tremendously. Jamaica is moving forward in a way that we have not seen before and the time is now to take advantage of the opportunities," she said.
Malahoo Forte urged businesses to "do well by doing right by the workers."
She noted that the Government "will ensure that businesses are given the freedom and space within which to operate and business owners must ensure that the workplace is a safe and comfortable place where their workers will want to go to work and give of their best."
Centrefield sells products and services and offers technical support for United States-based television, Internet and telephone providers such as AT&T, Comcast and Time Warner Cable, among others.
Centrefield recently acquired the Elephant Group, another BPO company, making it one of the largest BPO operations inside the free zone.
