Cuba says third round of diplomatic negotiations has ended

HAVANA, Cuba (AP):

Cuba said a third round of negotiations with the United States over the restoration of full diplomatic relations has ended after a day of talks. Cuba's Ministry of Foreign Relations offered no details yesterday morning about the talks, other than to say they took place "in a professional atmosphere".

The US State Department said nothing about the meeting, which occurred in an unusually secretive fashion compared with the previous two rounds.

The two sides are trying to resolve a series of sticking points before presidents Barack Obama and Raul Castro attend the Summit of the Americas in Panama on April 10-11.

The State Department said Friday that topics being discussed in Havana would include lifting caps on Cuban and US diplomatic staff and limits on their movements outside Havana and Washington.
