LIFF head arrested - Charged with secretary over Edwards Heights housing project

WINSTON MUN-ROE, chairman of the Low Income Family Founda-tion (LIFF), and his secretary Lillian Chambers, were arrested yesterday on 19 counts of fraudulent conversion and conspiracy to defraud, among other charges.

Det. Sgt. Carey Lawes of the Police Fraud Squad executed the arrest warrants on them at their homes in Spanish Town, St. Catherine, before they were taken to the Corporate Area Resident Magistrate's Court, Half-way Tree.

"They were each offered $5 million bail with one or two sureties and are to return to court on February 22", Det. Sgt. Lawes said.

Fraud Squad detectives were called in to probe several allegations of irregularities in relation to more than $70 million collected from about 400 depositors to build houses at Edwards Heights, St. Catherine. However, detectives said yesterday that the figure before the court is $1.3 million.

Following two years of investigations Mr. Munroe was taken in for questioning, statements were collected and the file sent to the Director of Public Prosecutions for a ruling.

It is alleged that the foundation collected the money in 1994 to build 1,000 houses at Edwards Heights but LIFF still does not have a title for the land.
