JLP and Local Gov't

The Editor, Sir:

AFTER reading the JLP manifesto on local governance, my heart sank.

I am extremely disappointed because the JLP manifesto offered nothing visionary on developing an effective system of local authority.

Actually, I believe its manifesto endorsed the PNP's local government reform proposal.

Apart from offering Portmore municipal status, the JLP plan mentioned absolutely nothing about developing municipalities throughout the island.

The plan failed to establish a system of municipal control for our capital city, Kingston.

It made absolutely no reference about how it would equip Montego Bay with the needed legislative framework to function effectively as a city.

There is no mention of criteria that would guide aspiring small towns towards achieving municipal/city status.

Like the PNP, the JLP wants four regional councils. How-ever, unlike the PNP plan that seeks to reconfigure the re-gions (Kingston Metropolitan, Surrey, Cornwall, Middlesex) the JLP position is mute.
