Cummings calls for Business Improvement District downtown

Victor Cummings, Member of Parliament for Central Kingston - File

MP for Central Kingston, Victor Cummings, tabled the following resolution in the House recently calling for the creation of a Business Improvement District downtwon.

WHEREAS the Government of Jamaica has embarked on a project focusing on the redevelopment of downtown Kingston;

AND WHEREAS the paramount objective of the project is to improve the quality of life in the downtown area through redressing the physical and social degradation; reducing the level of crime and violence; fostering personal and community development for residents; and stimulating employment and economic activities;

AND WHEREAS a critical outcome is the increased attractiveness of the area to business and investment particularly tourism and related investments, and more ready participation of the population at large in activities downtown, whether for business or pleasure;

AND WHEREAS a critical component of the re-development of Downtown Kingston is the creation of the Business Improvement District;

AND WHEREAS a "Sustainable Development Plan for the City of Kingston" (focusing on the Parishes of Kingston and St. Andrew) which uses an integrative approach and addresses all aspects of the Corporate Area, for example, residential, business, tourism, transportation, markets, parks and etc., is currently being prepared.

BE IT RESOLVED that all stakeholders, residents, business and vendors in downtown Kingston be involved as an integral part of the project through consultation and participation;

AND BE IT FURTHER RESOLVED that the appropriate laws be amended in order to facilitate the creation of a Business Improvement District;

AND BE IT FURTHER RESOLVED that this project be incorporated as part of the "Sustainable Development Plan for the City of Kingston" and that regular reports be submitted to this Honourable House for review.
