Backward duty

THE EDITOR, Sir:

AGAIN I have just had to pay Customs clearance, GCT and cess for a single medical journal in a transparent envelope clearly marked BMJ. This levy is also made on technical journals of colleagues in other faculties at UWI.

Does Dr. Omar Davies really wish to penalise medical and technical advances as well as discouraging literacy by his duty on books?
