RE THE accident on the Old Harbour Bypass which resulted in the death of Patrik Howell:
I write to express concern, disappointment and outrage at some of the persons who live in close proximity to the highway, anger at the silence of the usual vociferous persons, angry at the code of silence on the death of young Patrick Howell whose car collided with a cow that strayed on to the highway.
I think our investment in such a major highway is a positive step for the country. Our highway cuts travelling time and it reminds us as Jamaicans that we can achieve world class standards. However I have had one major concern, the matter of lighting. I am sure that if the highway was lit Mr. Howell's life might have been spared. There are so many issues to be examined in the whole scenario.
Why can't the highway be lit? If it is too expensive why wasn't this considered before opening the road then charge a toll to recover the costs expended? When will the community in close proximity understand that based on the allegations that they removed the fencing or that they cut holes in the fence that they are jeopardising the motoring public and the community at large. I have noticed time and time again that residents run across the highway frequently.
I would like to recommend that lights and security cameras be installed on the highway; that the highway patrol monitor the highway more frequently. A study should be done to find out how many persons live in the community for a possible relocation exercise. The media and other organisations should collaborate to carry out a public education campaign.
