What type of billing system exists at JPS?

THE EDITOR, Sir:

WE RECEIVED from the JPS a bill for September which was paid in its entirety on 4.10.03 before the due date. Subsequent to this no bills have been received. However we paid $3,000 (average bill) on the 25.11.03. Yesterday, 5.12.03, we received two bills one indicating a balance of $2,728.18 due 18.12.03 and the other $6,490.75 due 23.12.2003.

In view of the above we pose the following questions: What type of billing system exists at the JPS? Is there any concept that their customers plan and operate on a monthly budget? Would this North American company dare to operate like this in the United States?

Recently a news item carried spoke to the restiveness of some JPS workers caused by miscalculation of money due to them. Could our bills have been miscalculated too? But what recourse do we have as mere customers of a monopoly?
