New education initiative worth the patience

THE EDITOR, Sir:
THE LATEST initiative in education is seemimgly worth the patience required, to see it evolve. The Ministry's adoption of a participatory model of strategic planning is worth commendation. My concern, however, is evidence of a slight (but significant) departure from fundamental strategic planning principles.
Under 'Components of the Strategic Transformation Pro-cess', it is not sufficient to identify the external factors that impact the education system. Environmental scanning is not complete without an internal scan to identify the strengths and weaknesses of the system. Meaningful stakeholder participation in the planning process requires the presence of credible information. Let's hope also, that this initiative has the support of Her Majesty's Loyal Opposition.
