Congrats for a job well done

THE EDITOR, Sir:

KINDLY ALLOW me some space in your paper to congratulate the secretary manager of the Manchester Parish Council, Mr. Winston Palmer and his team which includes Mr. David Harris and Mr. Sean Rowe, for a job well done, in implementing the recently concluded Manchester Parish Council Retreat, which was held at Breeze's Runaway Bay August 27-29, 2004.

As a sitting Councillor of the Manchester Parish Council, I feel very honoured and proud of the achievements in Local Government reform which were spearheaded by the former Parish Council administrators which were then headed by former Mayor, Councillor Horace Williams, his then Deputy and Councillor Mrs. Brenda Ramsay, currently Mayor Desmond Harrison and Councillors Edrick Preddy, Phenos Campbell, Barry Miller and Irvin Facey.

YEOMAN SERVICES

Special commendations are in order for Superintendent of Roads and Works, Kenneth Mullings and his staff and Mrs. Darcia Roach, director of administration for their yeoman services to the Council throughout the year, and to our very successful retreat.

I think it is the responsibility of present councillors, who were part of the last administration to catalogue the achievements of the former administration showing what was there then, where we are coming from, to where we are now, so that those of us new councillors, can recognise everything which embodies true and full Local Government Reform did not just happen, since June 19, 2003, and that the progress which we all seek is not a magic wand to happen over night but gradually.
