According to the council, Salmon has been barred from his practice until August 28 when his six-month suspension ends.
The Disciplinary Committee said that after hearing details of a complaint brought against Salmon, it found him guilty of "inexcusable and deplorable negligence".
"(Salmon) failed to maintain the honour and dignity of the profession and has failed to abstain from behaviour which may tend to discredit the profession of which he is a member," the Disciplinary Committee added.
The case against Salmon relates to a complaint by a former client that he failed to procure a title for 35 years and did not provide a satisfactory explanation for his failure.
Efforts to contact Salmon Monday were unsuccessful.
