"I am coming in from the cold," Crawford told The Gleaner after taking the oath of office at King's House.
Crawford, the dreadlocked member of parliament for East Rural St Andrew, was overlooked for the North Trelawny constituency in the lead-up to the last general election and later resigned as president of the PNPYO.
He said his appointment to the executive demonstrated the level of confidence that Prime Minister Portia Simpson Miller has in him.
"It is now my responsibility to ensure that she is not disappointed," Crawford said.
