CG to monitor JEEP

CONTRACTOR GENERAL Greg Christie has served notice that his office will be monitoring the award of contracts under the Jamaica Emergency Employment Programme (JEEP) as the job- creation vehicle prepares to traverse the island, beginning early this month.

The Office of the Contractor General (OCG) has already requisitioned the accounting officer at the Ministry of Transport, Works and Housing to provide the oversight body with "a broad range of preliminary information, which it will use to ensure probity, propriety, transparency, accountability and value for money in the award and implementation of JEEP contracts."

In a letter dated February 27, the Greg Christie-led OCG asked Permanent Secretary Audrey Sewell to submit the requested information by March 8, 2012.

Copies of the letter have been sent to Transport, Works and Housing Minister Dr Omar Davies and the acting chief executive officer of the National Works Agency.

Christie said his agency will publish a full report of its findings on the Government's administration of the JEEP. He said this will be done in the "interest of public transparency".

The OCG said the Government is now obliged by law to provide an executive summary detailing the genesis of the JEEP, evidence of the Ministry of Finance, Planningand the Public Service's support for the programme and the National Contracts Commission's endorsement.

Additionally, the OCG wants the administration to provide evidence of the Cabinet's approval of the programme; evidence of the source of funding and the planned budget for the JEEP, and a list and site locations of all of the projects that are to be implemented under the employment vehicle.

The contract oversight body also wants the Government to furnish its office with details of the procurement methodology which will be utilised, to engage contractors and or subcontractors for the relevant projects.

Further, the transport and works ministry has been requisitioned to submit details of the mechanisms which will be put in place to ensure that value for money is achieved from the projects.

Other information requested by the OCG

    An indication of how the projects will be monitored/managed;

    A listing of the names of the project managers for the programme's projects, together with their contact telephone numbers;

    A listing of the names of the consultant(s) which will be engaged on the programme;

    An indication of the procurement methodology which will be utilised to engage the consultant(s) and, if in the event that the      consultant(s) is/are already engaged, the provision of the signed and dated copy(ies) of the consultant's contract(s); and

    Detailed particulars of the programme's manager and the procurement methodology which was (or will be) utilised to engage the said individual.
