Why is there no better JPS service?

THE EDITOR, Sir:

Another hurricane hits Jamaica, another near-islandwide blackout. I completely understand the lights going out with all the wind and rain. But, for the love of me, I can't understand why so much of the island should go dark after a category-one hurricane. What would happen if it were stronger?

Jamaica suffered in 1988 after Hurricane Gilbert. It seems to me that in 2012, if we were to be hit with a hurricane of similar strength, we would not be any better able to deal with it than we were then. The Jamaica Public Service needs to explain why there seems to be very little, if any, improvement in its system in 20-plus years.
