Recently, the relevant authorities decided to regulate handcart men. My concern is that there are no plans in place to also licence bicycles, which are a hazard to motorists.
Sometimes they ride anyhow, dilly-dallying, force themselves through traffic, scratch up your vehicle, then tell you sorry with the expectation that they will walk away without compensating you the motorist for the damage that they have done.
But, on the other hand, when one hits them off their bicycle, they want you to compensate them on the spot. And if their bicycle is damaged you better have money to pay them. I hope the relevant authorities will take this into account.
