Azan heads to review court to challenge OCG probe in Spaldings Market affair

State Minister in the Ministry of Transport, Works and Housing Richard Azan has been granted leave to go to the Judicial Review Court to challenge the Contractor General's report which led to his resignation.

Supreme Court judge Justice David Batts yesterday granted leave following an application made by attorneys-at-law Abe Dabdoub and Raymond Clough, who represented Azan.

Azan is contending that the Contractor General had no basis or jurisdiction to conduct any enquiry into the contract involving the building of 10 shops at Spaldings Market in Clarendon last September.

He is asking the court to rule that the Contractor General's definition of corruption is wrong.

The State Minister is also asking the court to rule that there was no evidence to support accusations of political corruption or any criminal act.

In his report on the Spaldings Market affair, the Contractor General charged that there was a web of conspiracy behind the illegal construction of the shops and accused Azan of acting in a politically corrupt manner.

The Contractor General referred Azan and several others to the Director of Public Prosecutions for various charges to be brought against them.

However, the DPP ruled that there was no basis on which to charge Azan with conspiracy to defraud the Clarendon Parish Council in relation to the Spaldings Market affair.
