Commish: No child should be placed in lock ups with adults
The Police High Command has instructed that with immediate effect, no child should be transported or placed in the same cell or holding area with an adult.
The directive was issued by the Police Commissioner Owen Ellington, in this week’s issue of the police Force Orders.
The High Command also clearly states that the Child Development Agency (CDA) and the Office of the Children Advocate (OCA) must be informed as soon as a child is taken into police custody.
Thereafter, it said children taken into police custody must be placed before the Court within 48 hours of being arrested.
In cases where no appropriate Court is sitting within the specified time, police personnel are required to take the child before a Resident Magistrate Chambers.
The Police Commissioner said children who have been remanded by the court should immediately be transferred to Metcalfe Street Secure Juvenile Centre, Fort Augusta or any other facility specified by the Court.
The High Command states that the CDA, the OCA and the Office of the Children’s Registry should also be given weekly updates on children in police custody.
