Former Secretary Manager to be charged for fraud at Manchester Parish Council

The Major Organised Crime and Anti-Corruption Agency (MOCA) says it is moving to charge the former Secretary Manager and Director of Finance at the Manchester Parish Council in relation to the fraud scheme uncovered at the local authority.

MOCA says he was arrested yesterday and is to be charged with breaches of the Forgery and Anti-Corruption Acts.

In early 2016, investigators began a probe into allegations that employees of the Manchester Parish Council were using their positions to commit acts of corruption and fraud at the local authority.

In June of that year, detectives from MOCA, the Financial Investigations Division and personnel from the Office of the Contractor General conducted a raid at the parish council and seized several documents, electronic devices and money.

The council’s then Acting Superintendent of Works, Sanja Elliot, along with other persons were arrested and charged.

MOCA says during further investigations and analysis of the documents it uncovered that the former Secretary Manager was allegedly involved in the fraud.

He was subsequently arrested.
