Why lock off Montego Bay's water supply?

The National Water Commission (NWC) should not lock off Montego Bay's water supply because "water is life", as the proud tagline of the NWC declares. It vowed to restrict water supply in Kingston and St Andrew. So why are we being affected?
We have had little or no rain since mid-2009, but we in the Bogue Hill area of Montego Bay, who are getting our water supply from the Great River system, have not had water in our pipes for at least two months now. The last time I checked it wasn't running dry. So what's the reason for the restrictions?
The National Water Commission should put measures in place and supply this necessary commodity on a daily basis instead of locking it it off for weeks and months.
