Gambling on Gary Peart's conflict of interest

Mr Gary Peart is the chief executive officer of Mayberry Investments Ltd. Supreme Ventures Ltd, which runs a lottery in Jamaica, lists among its 10 largest shareholders, as of March 31,2014, Mayberry West Indies Ltd, with a shareholding in excess of 89 million shares, or 3.39 per cent of the company.

Mr Peart's position as chairman of the Betting, Gaming and Lotteries Commission (BGLC), and CEO of Mayberry Invest-ments Ltd, on the face of it, presents a clear conflict of interest. Mr Peart will, no doubt, argue that he has no connection with Mayberry West Indies Ltd, despite the fact that the annual report of Mayberry Investments, describes Mayberry West Indies as a 100 per cent owned subsidiary.

If he escapes, Houdini style, from that set of circumstances, he is confronted immediately by another.

The options open to Mr Peart are crystal clear: Either he resign the chairmanship of the BGLC, or be fired by the minister of finance, who has the portfolio responsibility for the entity.

It is of some importance that persons, especially those in public life, be held to the highest levels of probity and transparency.
