The Independent Commission of Investigations (INDECOM) has completed its investigation into the death of Conroy Edwards, who was killed in a police confrontation outside the Quad nightclub in 2011.

Edwards was a member of dancehall entertainer Movado's entourage.

A file was today sent to the Director of Public Prosecutions for a ruling.

INDECOM says it took almost two years to complete its investigation because of delays in completing ballistics tests as well as difficulty obtaining statements.

INDECOM sought to determine, among other things, whether the shooting of Edwards was justified and whether the use of force was excessive.

According to reports, on June 13, 2011 Edwards arrived at the Quad Nightclub in Kingston with a group inclusive of Mavdao.

It is alleged that there was an argument between the artiste and the off duty policeman when the cop's weapon was discharged and Edwards was shot.

Edwards died at the Kingston Public Hospital three days later.
