OUR opens proposals for new generating capacity tomorrow
The opening of proposals submitted by entities in connection with the procurement of additional base-load generating capacity to the national grid will be held tomorrow at at 3:15 p.m. at its St. Andrew office.
The entities selected to make proposals were given a submission deadline of 3:00 p.m. on August 8, 2013. The bids are to be opened shortly after, the Office of Utilities Regulation (OUR) said in a statement.
Those expected to submit bids are: Armourview Holdings Limited, the Azurest-Cambridge joint venture, Energy World International Limited, the Jamaica Public Service Company Limited and Optimal Energy.
Director General of the OUR, Maurice Charvis describes this procurement process as being very important.
“Given the high cost of electricity and its impact, it is imperative that we find ways to reduce the real cost of electricity to Jamaican consumers,” he said.
“However we also have to ensure that there are multiple participants in the process to increase the probability of getting high quality bids,” he added.
The OUR said it is anticipated that the successful bidder(s) will begin construction of the plant in January 2014 and commission it by January 2016.
The OUR had extended the deadline for the submission of proposals from July 29 to August 8. The change in deadline was among other amendments made to the OUR’s instructions for final proposals issued to the selected entities.
The adjustments were made after requests in this regard from a number of the expected bidders.
This new timeline for submission means that the OUR now expects to complete evaluation of the proposals by September 9 and finalise negotiation of the related project agreements by December 2.
