Guyanese education minister barred from budget contribution

Guyana’s Education Minister Priya Manickchand has been barred from contributing to the 2014 national budget debate after she refused to apologise for a statement she made against a sitting legislator.



Speaker of the National Assembly, Raphael Trotman, said he would not recognise the minister, who is maintaining that her statements were not directed at the member of the opposition grouping, A Partnership for National Unity.



The incident arose after legislator Volda Lawrence was urging her colleagues to ensure that girls and young women are protected from men who often get away with statutory rape.



The Education Minister reportedly made reference to the father of another legislator who is before the courts on rape allegations.



Minister Manickchand refused to apologise when asked to do so.
