Complete implementation and harmonisation of payroll taxes (HEART, NHT, NIS and Education)

Every month or pay period accounting officers in the public and private sectors have to complete and mail five separate forms and five different cheques to the two agencies charged with collecting the several payroll deductions. A great deal of administrative time and cost could be saved on either side of this transaction if these payroll taxes were rolled into one. This concept has been proposed by both sides of the political spectrum. The time has now come for its implementation.
