Policeman pays $400,000 in mediation settlement for wounding colleague
A member of the Jamaica Constabulary Force (JCF), who was facing an unlawful wounding charge in relation to one of his colleagues, has been discharged by the court after the accused paid $400,000 to the complainant following a successful mediation exercise.
The 2024 incident was investigated by the Independent Commission of Investigations (INDECOM).
Constable Ricardo Fray was placed before the Corporate Area Parish Court for the offences of wounding with intent and malicious destruction of property, following an investigation by INDECOM and a ruling by the Office of the Director of Public Prosecutions.
The incident involved an allegation that Fray unlawfully wounded a district constable at Papine Square, St Andrew on December 6 last year.
At their first court appearance, the concerned parties agreed to explore dispute resolution by way of mediation.
Following the successful mediation and confirmation of payment to the complainant, the Crown offered no evidence and a not guilty verdict was entered and the policeman discharged.
Between January 1, 2024 and July 31, 2025, 64 members of the police force have been ruled for charge as a result of cases investigated by INDECOM. More than 40 police personnel have been charged and placed before the court, with arrest pending in 23 cases.
As at September 5, 214 fatalities are being investigated by INDECOM for the period beginning January 1 this year. Ninety-seven fatalities occurred during police planned operations between January 1, 2025 and July 31, 2025.
