Assault case against Portland policemen dropped after mediation and $200,000 in compensation
Two policemen who were charged with assault for using excessive force against a man during a spot check in Portland have had the case against them dropped and were formally found not guilty after paying the man $200,000 in compensation.
Constables Carlos Douglas and Wayne Wilson were brought before the Portland Parish Court on August 12, 2025, each on a charge of assault occasioning actual bodily harm, following an investigation by the Independent Commission of Investigations (INDECOM) and a ruling from the Office of the Public Prosecutions.
The incident occurred on November 23, 2024, during a spot check conducted by three officers along West Street in Portland, INDECOM reported.
According to the agency, CCTV footage proved useful in the investigation, as the video evidence corroborated the complainant’s report of the use of force against his person—information the officers omitted from their report of the incident.
On Tuesday, December 9, 2025, the case was discharged by the court following a successful mediation exercise.
The outcome of the mediation was an acceptance by the complainant of compensation in the sum of $200,000, INDECOM indicated.
Subsequent to the successful mediation, conducted by a court-appointed probation officer, and confirmation of payment to the complainant, the Crown offered no evidence and the two police officers were formally found not guilty.
