Protect Hope Gardens and Zoo from loud noise

Thanks to Dr Rattray for a well written article published on April 19, titled ‘When music becomes noise’.
The information in the article is clear and should be influential in creating the change that would help to protect the health of people who visit Hope Gardens, the animals that live in the Gardens and the nearby Zoo, and persons who live near to the Gardens.
Based on experience over time, articles like Dr Rattray’s are unlikely to lead to the change that will be beneficial to Hope Gardens itself and to animals and people who are repeatedly disturbed during noisy events.
Many people who live close to Hope Gardens have complained about these events, which are held frequently. I am aware that the complaints have been made to the leadership of the Gardens for over 10 years!
Was Hope Gardens established for the benefit of entertainers and a public that is entertained by noise?
Does the Foundation that runs the Gardens simply accept the damage incurred to the physical grounds? Do the authorities recognise and overlook the reality that the health of animals in the Zoo and the health of persons who live nearby are being negatively affected again and again by the noise?
