Letter of the Day | Extend NHT concessions to encourage homeownership

THE EDITOR, Madam:
Homeownership continues to be an elusive dream for many Jamaicans. In fact, many have resigned themselves to a lifetime of renting. Others have chosen to migrate to countries where homeownership is more attainable because of systems designed to support it while some have turned to the risky option of squatting in the hope of eventually acquiring land through adverse possession.
Against the backdrop of this housing crisis, successive governments have continued to raid the National Housing Trust (NHT), and there appears to be no end in sight. The Senate has approved the Government's continued withdrawal of $11.4 billion annually from the NHT for the next five fiscal years!
Let us be clear: the NHT was established with a specific mandate — to make homeownership more accessible and affordable for Jamaicans. Yet time and again, funds contributed by workers for housing purposes have been diverted to meet other government priorities.
Everyone working in Jamaica contributes to the NHT with the expectation that these funds will be used to expand housing opportunities and make homeownership more attainable. It is, therefore, reasonable to expect that over the next five years, the Government will implement meaningful measures to offset the impact of these withdrawals.
Such measures could include reducing or eliminating deposit requirements for first-time homebuyers and providing incentives to financial institutions to lower mortgage interest rates. The Government should also consider special concessions for developers undertaking urban renewal projects, thereby increasing the supply of affordable housing in already established communities.
Additionally, special concessions for families with more than one child would be particularly relevant given Jamaica's declining birth rate. Likewise, greater support should be extended to single-income earners, who often face the greatest barriers to homeownership because they must bear the full burden of housing costs on their own.
These initiatives would send a strong signal that housing remains a national priority. Ultimately, the funds collected by the NHT should be used for their intended purpose: creating and expanding housing opportunities. However, given that the decision has already been made, the national conversation must now focus on what concessions and policy interventions will be implemented to ensure that people are not left worse off.
If billions of dollars are to be withdrawn from the NHT, then people deserve tangible benefits that will help keep the dream of homeownership alive.
