The Independent Commission of Investigations says 36 persons died while in police lock-ups from 2005 to 2012.
It says a number of these persons were mentally ill.
INDECOM’s special report also found that 59 inmates of remand centres died while in custody over the same period.
It says 42 died of natural causes and 17 of unnatural causes, while nine of the 59 were mentally ill.
INDECOM says its investigation raises several concerns including the practice of housing the sane and mentally ill together, poor record keeping and deplorable cell conditions.
