KSAMC appoints committee to oversee financial affairs and management

A committee has been appointed to provide oversight of the financial affairs and management of the Kingston and St Andrew Municipal Corporation (KSAMC).

The 10-member KSAMC Advisory Committee, chaired by scholar, pastor and historian, Reverend Dr Devon Dick, was unveiled on Wednesday by Mayor of Kingston Andrew Swaby.

Among other things, the committee is responsible for identifying and implementing mechanisms to promote accountability, openness and transparency at Jamaica’s largest municipal authority.

Other members of the committee are Cleveland Tomlinson, vice chairman, Dr Barbara Carby; Jonathan Swire; Brando Hayden; Professor Carol Archer; Stefan Wright; Shirley Lee Pryce; Garnett McIntosh Reid; and Ketha Silvera.

Dr Dick made it clear that his committee will give competent advice that is evidence-based, data-driven and based on the experiences of the residents of Kingston and St Andrew.

Swaby said the appointment of the committee “marks a good day in the governance of Kingston and St Andrew.”

“It’s a moment that highlights our unwavering dedication to good governance at every level of municipal administration,” he said during a ceremony at the KSAMC’s downtown Kingston offices to announce the appointments.

The mayor said the advisory committee was “carefully structured” to serve as an independent and strategic body and will focus on areas critical to the growth and development of the KSAMC.

The critical areas include creating clean, safe and orderly neighbourhoods; sustainable and strategic infrastructure development; technological and climate-smart solutions; inclusive economic growth and job creation; and revenue enhancement and fiscal responsibility.

The committee was appointed under the Local Governance Act of 2016.

To ensure that the committee is fully recognised and empowered to carry out its mandate, a resolution will be tabled at the next monthly meeting of the KSAMC in two weeks to ratify and endorse its formation, Swaby said.
