CXC to introduce new Caribbean Targeted Education Certificate (CTEC) qualification

The Caribbean Examinations Council (CXC) is introducing a new qualification called the Caribbean Targeted Education Certificate (CTEC).

This will restructure traditional subjects into modular formats, allowing students to learn at their own pace and engage with the material more flexibly.

A student who achieves all modules will receive certification for the entire subject.

Dr Wayne Wesley, chief executive officer at the CXC, said a pilot of the CTEC will begin in September this year, with the first certificates awarded in 2026.

He said the new qualification will use the same syllabus as the Caribbean Secondary Education Certificate and Caribbean Advanced Proficiency Exam.

Stating that CTEC “provides a pathway for all students to achieve their full potential”, Wesley said the approaches will either be subject-based where assessment is based on syllabus qualification, or skills-based, where assessment is based on competencies achieved through real-life situations or scenarios.

He noted that if students had to leave the system for any reason, they could re-engage the subject at the next stage.

Wesley said CXC has determined standards that teachers would follow to assess students.

He said the organisation would be using a train-the-trainer approach to educate teachers about the changes.

He said that this is part of CXC’s “strategic repositioning” as it transforms for “greater relevance and sustainability.”

“This calls for the recalibration and refocus of the council’s systems of assessment and certification- embracing flexible and progressive learning and competency-based education in alignment with economic and social transformation,” he said.
