Ricketts Walker hails ‘Team Customs’ for achievements during her tenure

Outgoing Commissioner of Customs Dr Velma Ricketts Walker says one of the most important achievements during her tenure was the ongoing transformation and strengthening of the Jamaica Customs Agency (JCA) into a modern, professional, and resilient organisation.
Over her near decade-long leadership of the JCA, Ricketts Walker said modernisation efforts were advanced, governance and integrity systems enhanced, intelligence-driven enforcement boosted, and trade facilitation processes improved to better support Jamaica’s economic growth and national security.
“We also focused on strengthening collaboration with national, regional, and international partners and on establishing the agency as a respected voice in global Customs discussions. Notably, we placed a strong emphasis on developing a robust institutional culture rooted in professionalism, accountability, and integrity,” she added.
She said Jamaica Customs focused heavily on developing a strong institutional culture based on professionalism, accountability, and integrity.
“These achievements were not the work of a single individual but the result of the collective dedication of Team Customs and the support of our stakeholders,” she said.
Turning to some of the difficulties that confronted the JCA while she was at the helm, Ricketts Walker said that like many Customs administrations operating in a rapidly changing global environment, one of their biggest challenges was managing the increasing complexity of global trade, emerging security risks, and the need for ongoing technological progress while ensuring that systems stayed efficient and responsive.
REQUIREMENTS FOR TRANSFORMATION
Additionally, she said leading transformation within a large institution requires sustained effort, change management, and the collective commitment of many individuals. The Customs boss also said balancing modernisation with operational continuity and service delivery was always a significant undertaking, but it was necessary for institutions to remain relevant and effective.
On the question of the proposed approval of amendments to the Jamaica Customs Act, Ricketts Walker said this was crucial to ensure that Jamaica’s Customs system stays aligned with modern international standards and best practices.
“Global trade and border management have advanced considerably over the years, and the legislative framework must support the agency’s capacity to effectively handle emerging risks, promote legitimate trade, and improve compliance mechanisms,” she pointed out.
Additionally, she said passage of the legislation would enhance the operational tools available to the agency and offer greater clarity and efficiency for stakeholders who interact with Customs.
Ultimately, she said modern legislation is essential to ensuring that Jamaica Customs continues to support national security, trade facilitation, and economic growth in an increasingly complex global environment.
Offering advice to her successor, Ricketts Walker urged the individual who will lead the agency to continue the focus on strengthening the institution while continuing to embrace modernisation, innovation, and strong stakeholder engagement. Customs administrations globally must constantly adapt to evolving trade patterns, technological change, and emerging security threats, she added.
“Equally important is the continued investment in people. The strength of any institution lies in the professionalism, commitment, and expertise of its workforce,” she added, noting that maintaining a strong organisational culture grounded in integrity, accountability, and service will always be critical to the agency’s long-term success.
Ricketts Walker said her current focus is to conclude her tenure in a manner that ensures a smooth and professional transition for the agency.
Looking ahead, the JCA chief executive officer said she intends to continue contributing to areas related to leadership, governance, and institutional development while looking forward to the next chapter of service and engagement.
Walker will conclude her tenure with the JCA on April 9, 2026, after serving in that role since April 2017.
